【明報專訊】THE GOVERNMENT has started "stage 2 public engagement" about "enhancing land supply strategy" - begun to consult the public about its proposals to reclaim land at five locations, build artificial islands in central waters and launch three schemes of rock cavern development. Judging from what happened in "stage 1 public engagement", its reclamation and artificial-island plans have aroused much controversy.
