【明報專訊】A SERIES OF incidents happening recently has revealed that many professional government departments, including the Marine Department, the Buildings Department, the Electrical and Mechanical Services Department (EMSD) and the Census and Statistics Department (C&SD), do not take their work seriously. As such professional departments often have to work for the protection of people's lives and property, the authorities must try to make improvements. The Ombudsman and the Audit Commission should also exercise their supervisory powers to ensure that the departments concerned reform their undesirable practices.
