Public Consultation Should Start Early
政改諮詢宜早不宜遲 須研議普選年代特首角色

【明報專訊】CHIEF EXECUTIVE Leung Chun-ying said yesterday (March 12) that public consultation on constitutional reform will not be launched until the time is appropriate. But while the Hong Kong government appears to be attaching no urgency to the matter, officials in Beijing have set out their expectations of Hong Kong's Chief Executive candidates, and there is much discussion on the subject among the Hong Kong public and by some Hong Kong members of the National People's Congress and the Chinese People's Political Consultative Conference. Maybe the authorities are floating trial balloons to assess the reaction of the public, and especially of the pro-democracy camp, so as to get a better grasp of the situation and prepare for it.
