【明報專訊】THE BUDGET Financial Secretary John Tsang Chun-wah delivered yesterday (February 27) shows a conservatism that would be understandable if it were the fifth budget of a government with a five-year term, for an outgoing government should not be too ambitious. Unfortunately, as the first budget of a new government requiring far-sighted financial plans for the effective use of public resources to solve public problems and boost economic growth and development, it does not measure up to expectations.
