【明報專訊】GOVERNMENT SOURCES said recently that while Financial Secretary John Tsang Chun-wah will not offer tax breaks and leave more people out of the tax net, it is unlikely that he will propose any tax reforms. However, the government must plan ahead and explore ways to reform the tax system since the aging of the population is certain to lead to spending increases associated with elder care and medical care.
