【明報專訊】JOURNALISTS who have approached their sources for information on the next Budget gather that its keynote is "to respond to calls on the government to hand out candies and properly to manage expectations". Instead of taking myopic measures (such as handing out "candies" and taking one-off measures), the government should consider embracing such a philosophy of fiscal management that it can properly employ its fiscal surpluses to speed up social development, end deep-seated conflicts and implement long-term reforms.
