【明報專訊】ACCORDING TO a survey conducted by the Public Opinion Programme at the University of Hong Kong, 36% of citizens are happy and 24% of them are unhappy with Chief Executive (CE) Leung Chun-ying's first policy address. More approve of it. Though it scores worse than Tung Chee-hwa's first policy address and Donald Tsang's, it has slightly raised his popularity (which has been low) instead of plunging him into an abyss. This shows citizens look fairly at the efforts he has made since he took office.
