【明報專訊】GENERAL SECRETARY Hu Jintao of the Communist Party of China (CPC) has delivered his report to the 18th national congress of the party. He said a little bit more about Hong Kong and Macau than he did at the previous congress five years ago. He made two new points that pertain to things in Hong Kong. They, together with what former Hong Kong and Macau Affairs Office officials Lu Ping and Chen Zuo'er have said in lashing out at "Hong Kong separatism", show the CPC central authorities have new judgments and perceptions about the situation in the territory. It remains to be seen whether Beijing will therefore alter its policy towards the SAR.
