【明報專訊】MANY students' parents in Hong Kong are plagued by prohibitive textbook prices. While money-grabbing publishers and the Education Bureau, which has failed to handle the situation effectively, are mainly to blame for this, schools are not entirely free from responsibility because of their reluctance to depart from established practices.
