【明報專訊】FORMER chief secretary for administration Anson Chan Fang On-sang yesterday appeared on a radio current affairs programme and commented on the political appointment system headed by chief executive Donald Tsang Yam-kuen and the planned expansion of the system suggested by chief executive-elect Leung Chun-ying. Chan's opposition to the system is well known, and it is undeniable that in the ten years of its implementation the system has failed to meet public expectations. However, Chan's comments may not be completely in accord with reality, though they are not without reference value.
