【明報專訊】THE filibuster in the Legislative Council and the Council's suspension of sessions have thrown the Hong Kong political arena into disarray, so much so that it is now uncertain whether the incoming government's administrative restructuring plan can be realised by July 1. And amidst all the political uncertainties the incumbent government has suddenly proposed a hefty pay rise for principal officials, which will only serve to raise further obstacles to the restructuring plan.
