【明報專訊】THE day before yesterday, Wang Yang, Secretary of the Guangdong Committee of the Chinese Communist Party, called for "the abolition of the mistaken mentality that the welfare of the people is bestowed by the Communist Party and government". He has made a clarion call which at least shows that the Guangdong authorities are prepared to adopt a new mode of social administration.
