電子書打破書商壟斷? 未見教局顯示足夠決心

【明報專訊】THE Education Bureau has for several years been locked in negotiations with textbook publishers over the issue of separating the sale of textbooks from the provision of free teaching materials to schools. Practically nothing has been achieved so far, and the government is planning to introduce an electronic textbook scheme, which is regarded as a new initiative launched to break publishers' monopoly, and is described by Secretary for Education Michael Suen Ming-yeung as "a decision of no return". However, a decision of no return means great determination to press ahead despite every difficulty - and we do not see such determination in the Education Bureau.
