【明報專訊】IT has been almost a month since Leung Chun-ying was elected Chief Executive, but there is still no indication of who will be on the new ruling team, and the incumbent government has not been enthusiastic in responding to Leung's appeals for help to restructure the administrative system so that he may commence work as soon as he assumes office. It is generally felt that the handover of power is not proceeding very smoothly. The situation, however, seems to be getting better as Chief Executive Donald Tsang Yam-kuen declared, upon his return to Hong Kong the day before yesterday, he "would cooperate fully with Leung Chun-ying in the hope of completing before July 1 the necessary procedures for restructuring the administrative system", and Leung said yesterday he is successfully putting together a ruling team.
