【明報專訊】IN a Legislative Council question-and-answer session, Chief Executive Donald Tsang Yam-kuen apologised to the public for causing them uneasiness, unsettling their belief in a clean government, and making the civil service unhappy. When the session was over, a number of lawmakers as well as certain civil service organisations said they were dissatisfied with Tsang's explanation. It seems that Tsang is still unable to extricate himself from the hospitality scandal.
