【明報專訊】CE HOPEFULS have put forward quite a number of policy proposals in recent days. "Policy cheques" now seem to abound, and many of them appear favourable to certain sectors or groups. They have promised to give some people advantages in exchange for their votes. This is as good as "vote-buying", which is anything but healthy.
