【明報專訊】HENRY TANG, who wants to stand for Chief Executive (CE), has put forward some ideas of altering the Urban Renewal Authority's (URA's) functions. It is normal to change a statutory body's or a government department's functions in the light of prevailing circumstances. That is what the government has a duty to do. However, Tang went farther than that when he talked about the URA yesterday. He bashed it, saying it had produced exceedingly pricey flats that were more flashy than functional.
