【明報專訊】REPORTERS have continually been held off at the Central Government Complex in Tamar since it opened. It is clear from such incidents that, though the Complex looks magnificent and boasts state-of-the-art facilities, arrangements for journalistic activities there are markedly worse than those at the old Government Headquarters.
