【明報專訊】THE GOVERNMENT has released a consultative document on municipal solid waste (MSW) charging and started to consult the public about it. The idea was mooted more than twenty years ago. Taiwan began to look at the issue at the same time. Various charging systems are now in place in many parts of the island. It has achieved much in waste reduction. However, in Hong Kong, the issue remains under discussion.
