【明報專訊】NEXT YEAR there will be five new functional constituency (FC) seats on the Legislative Council (Legco). They will be contested by District Council (DC) members nominated by their fellow DC members, and they will be elected by 3.2 million voters that belong to no FCs. They are called super seats. Attention is focused on them mainly because candidates for them must try to enlist the public's support. A DC member who wins one of those seats may get several hundred thousand and even more than a million votes. He may be even more representative than the Chief Executive. Coveting those super seats, quite a few star legislators parachuted to districts to contest DC seats.
