【明報專訊】EVERY citizen who pays scant attention to current affairs is aware that Henry Tang and Leung Chun-ying want to stand for Chief Executive (CE), but they have not yet openly indicated their intention. They have gone to districts to meet people, listen to what they have to say, talk about their ideas and even mention concrete policy measures, but they are reluctant to call themselves CE aspirants. They have set extremely bad examples. Their behaviour may make it harder to create a satisfactory electoral system.
