【明報專訊】WINSTON KA-SUN CHU, an advisor to Society for Protection of the Harbour who was all along opposed to reclamation in Victoria Harbour, has suddenly advocated it, saying the harbour should be put to good use. He has authored a paper on what he calls the proportionality principle in an attempt to lay down new criteria for assessing harbour reclamation plans. It is idle to speculate what has motivated him to change his position. According to him, he has done so on the grounds that the government's timidity hinders the development of facilities in it. His argument is hardly well-grounded.
