【明報專訊】HKMAO (Hong Kong and Macau Affairs Office) Director Wang Guangya has said civil servants know how to carry out orders but not how to act as bosses. This remark conceivably pertains to the Tsang team's performance. Tung Chee-hwa put in place the accountability system to bring capable people from the private sector into the government. However, since Donald Tsang began to head the government, the system has been used to promote administrative officers (AOs). Nine (60%) of the three principal officials and twelve policy secretaries were AOs. Though it has become different, if his team had achieved much, Donald Tsang would have rendered outstanding service. However, it cannot do well the things in hand, even less long-term planning, which Premier Wen Jiabao and Wang Guangya have repeatedly mentioned. Furthermore, Donald Tsang has increased the number of "accountability officials". He recruited the under secretaries and political assistants, who get very fat pay. A few of them have gained recognition for their work, but the others have done little worth mentioning. This is his failure. Wang Guangya's comments on its performance have come as no surprise.
