【明報專訊】THE RELIEF MEASURES Financial Secretary John Tsang proposed in the 2011-12 Budget aroused much controversy. Seven days after he had made the Budget speech, he did an about-turn. To put a fire out, he has contradicted himself and announced the government will unprecedentedly hand out cash in contravention of the principles of public finance. The move has lost him his prestige. As for the government, not only has its prestige been damaged, but it also seems to have lost the will to run the SAR.
