【明報專訊】YESTERDAY Financial Secretary John Tsang delivered his fourth Budget. Judging from politicians' and others' comments on it, it has received more reproof than praise. Clearly, it falls short of people's expectations. What worries us most is that the 2011-12 Budget contains no suitable reforms designed to foster economic development or narrow the wealth gap.
