【明報專訊】TODAY Financial Secretary John Tsang delivers the 2011-12 Budget. The government has now a huge surplus and ample fiscal reserves. As inflation has returned, it is incumbent on it to hand out "candies" to make things easier for citizens and help the poor to make ends meet. However, it is certain that whether the Budget will meet Hong Kong's real needs does not depend solely on whether the government will hand out "candies" to tide citizens over. It also depends on whether it will include new measures designed to make Hong Kong more competitive and bring about new growth areas.
