【明報專訊】THE AUDIT COMMISSION has conducted an audit review of the seventy-two Direct Subsidy Scheme (DSS) schools in Hong Kong. It has found some of them are mismanaged. Judging from their books, one may suspect some of them regard their students as their ATMs or trees that shed coins when shaken. Their malpractices are against government rules. They may even be against the law.
