【明報專訊】SINCE its public consultation on Hong Kong's potential bid to host the 2023 Asiad began, the government has twice changed its strategy. It has extended the consultation period and, subsequently, sharply lowered the estimated cost of hosting the games to persuade citizens and legislators to switch to supporting its idea. Those efforts have hardly shown results. The mainstream remains against Hong Kong making the bid.
