【明報專訊】THE CONSULTANCY the government has hired to find ways to deal with uneven cross-harbour traffic distribution has suggested raising Cross-Harbour Tunnel (CHT) tolls and cutting Eastern Harbour Crossing (EHC) tolls. Data are needed to determine whether toll increases will effectively divert traffic from the CHT. However, the recommendation is unrealistic. It is probably as hard to have the operator of the EHC cut tolls as to buy the harbour crossing back.
