【明報專訊】RUSSIAN PRESIDENT Dmitry Medvedev visited the Southern Kurils (which the Japanese call the Northern Territories). Japan has expressed its great displeasure at it. However, it is clear from Medvedev's move how important it is to have de facto control over disputed territories. In dealing with the dispute over the Diaoyus, China must adopt a totally new way. It must do what may make it clear that it has sovereignty over them instead of just making verbal protestations.
