【明報專訊】THE GOVERNMENT was wont to hand out "candies" indiscriminately whenever it came under popular pressure. Judging from the measures to alleviate poverty listed in the new policy address, it has at last cured itself of this malady it has long suffered from. It will promote work and avoid encouraging people to remain jobless. Adhering to this principle, it will make special efforts to help three groups of people that need help most - elderly people, children and poor workers. It is in the right direction.
