良性互動契機乍現 全面解決政制問題

【明報專訊】YESTERDAY Chief Executive (CE) Donald Tsang signed instruments to give his consent to the draft amendments to the Annexes to the Basic Law. After he has reported them to the National People's Congress (NPC) Standing Committee for approval or the record, the five steps of the 2012 constitutional reform will be completed. Unlike its 2005 predecessor, the government's 2012 package has not been thrown out. Therefore, the Tsang administration's crisis is over for the time being. However, what is crucial about Hong Kong's constitutional development remains unclear. It is not yet certain that citizens will exercise genuine universal suffrage in electing the CE in 2017 and all the legislators in 2020. Now the atmosphere is on the whole favourable, Donald Tsang should have all the issues of Hong Kong's constitutional development settled by legislation as soon as possible lest controversy about them should inhibit its economic and social development.
