Yesterday, Deputy Secretary General of the National People's Congress Standing Committee Qiao Xiaoyang commented on moderate democrats' demands. As matters stand, what has been done to persuade democrats to vote for it is far from adequate. Unless there is a miraculous breakthrough, it is very likely to be thrown out as the 2005 package was.
