Regulating Sale of Flats by Legislation
立法規管售賣樓花 可免奸商毒害殷商

【明報專訊】LAST week the Legislative Council (Legco) adopted a motion to urge the government to regulate the sale of residential properties by legislation. Even functional constituency (FC) legislators who represent the business sector unusually voted for it. However, Secretary for Transport and Housing Eva Cheng insisted that the government would not consider doing so unless self-policing proved ineffective. By refusing to do so, the government would effectively encourage unscrupulous practices. Lest they should be outdone, honest developers would have to join the game of misleading citizens. Bad practices would drive out good. When such a strange situation arises, it is citizens desirous of their own homes that will suffer.
