【明報專訊】YESTERDAY Financial Secretary John Tsang and Secretary for Transport and Housing Eva Cheng unveiled the government's new land and housing policy. There will be changes but much will remain unchanged. The government has finally tried to regulate developers' ways of selling uncompleted flats so that homebuyers will get fairer deals. That is a change. However, flats will remain in short supply and one may expect flat prices to keep going up in the next three years. It will be hard for citizens, especially those in the middle class, to buy their own homes. This will remain unchanged.
