【明報專訊】SOME are against introducing universal suffrage in Hong Kong because they believe that, if democrats come to power, they will act irresponsibly and populism will gain ground. However, the way chairperson of the Legislative Council's (Legco's) Finance Committee Emily Law (who is vice chairperson of the Democratic Party) handled the government's application for funding for the express rail link (XRL) project cogently dispels such unfounded worry. Pro-democracy legislators filibustered, but she balanced different requirements so that the meetings went on smoothly. She has won even some establishmentarian legislators' admiration.
