擴大選區冲淡地區意識 重用區議員更須質素升

【明報專訊】THE government intends to make a breakthrough in democratisation by giving elected District Council (DC) members greater roles. However, DC members are often too district-minded to have regard to the overall situation. They often reject proposals that would advance Hong Kong's overall interests. Some therefore doubt they can properly fulfil the important function in relation to constitutional development. The following is a case in point. Our universities lack hostels. Some of them are agreed that a multi-university dormitory be built on a piece of land in Sha Tin. However, the Sha Tin DC insists that there should be a recreation and sports facility on that piece of land. The government will have to find another site for the hostel. Even if all is well, the hostel project will be about a year behind schedule.
