【明報專訊】TODAY the public works subcommittee of the Legislative Council continues to discuss the government's application for funding for the express rail link (XRL) project. It is expected to approve the application unless anything untoward happens. The project would take a significant step forward. However, the government could have done better in disseminating information on the XRL project, in consulting the public about it and in explaining its decisions in relation to it. It has not seriously carried out Chief Executive (CE) Donald Tsang's idea of public engagement in handling the gigantic, controversial project. It ought to review how it has worked and make improvements.
