【明報專訊】THE government has yet to unveil its consultation document on the 2012 Chief Executive (CE) and Legislative Council (Legco) elections, but the establishmentarians and the pan-democrats are already at daggers drawn. One camp is vigorously advocating its own proposal, while the other says it goes against democratic principles. The constitutional reform is very likely to be derailed again. However, one idea of constitutional reform may lead to very different election outcomes. All depends on the electoral method. A proposal which one camp puts forwards and which would allow it to monopolise political advantages will only be thrown out. At this critical juncture, the government must act responsibly, use reason and have due regard to reality, as must the political parties. Only if they shed the "winner-takes-all" struggling mentality will Hong Kong's constitutional reform progress. Otherwise, the SAR will remain in a dead end - its political system will remain unchanged.
