特首與內地談合作 不能遺漏人口政策

【明報專訊】CHIEF EXECUTIVE (CE) Donald Tsang is to deliver his next policy address on Wednesday next week. Towards the end of last September, he visited Beijing, where he discussed with a number of ministries and commissions many issues concerning Hong Kong's economic development. He discussed with them many policy matters. He has said he will tell the public in the policy address what he achieved during his visit. However, he does not seem to have mentioned Hong Kong's population policy. That is an omission. One reason why the rich-poor gap is wide in Hong Kong is that its unskilled population is growing. Hong Kong owes much of its population growth to new arrivals from the mainland. Hong Kong cannot possibly defuse the social bomb of rich-poor disparities without responsible mainland authorities' cooperation.
