正生屬「別在我家後院」典型 各區須共同承擔

【明報專訊】CHRISTIAN Zheng Sheng College's plan to move to Mui Wo has aroused much discussion. Some accuse Mui Wo residents of discriminating against Zheng Sheng students. However, they are adamant, and the government is wary of pushing the plan through despite their objections. The matter is now deadlocked. The Heung Yee Kuk is about to propose to the government four locations, respectively in Kwai Chung, Tuen Mun, Yuen Long and the North District. However, none can say for certain residents in those places will not raise objections. Hong Kong has seen similar incidents. For example, towards the end of the 1990s, the government's plan to build a health centre that would provide AIDS treatment in Kowloon Bay met with Richland Gardens residents' vehement opposition. In a similar case, Tuen Mun residents have recently objected to its plan to build an incineration plant in their district. In our view, the government ought to have a comprehensive, fair policy towards NIMBY (not in my back yard) facilities so that all are clear that ever district should have a fair share of them.
