【明報專訊】TO show they would stand by the public in difficult times, Chief Executive Donald Tsang and his thirty-three politically appointed officials will get paid 5.38% less as from July 1. They deserve some praise for that. However, the government has not adhered to the existing mechanism in making the decision. That smells strongly of rule of man and may detract from the public's approval.
