Even if He's sentence is commuted to life imprisonment after two years, his sentence cannot be further commuted, nor can he be released on parole. In other words, He, a 70-year-old corrupt official, will die in prison. However, efforts to make officials dare not, do not want to, and cannot be corrupt still have room for improvement.
