【明報專訊】The pilot scheme for Municipal Solid Waste (MSW) charging will come into effect on 1 April, its intended aim being readying Hong Kong for the citywide launch on 1 August. However, at a LegCo Panel on Environmental Affairs meeting, some lawmakers seemed to be more concerned about under what circumstances the government would delay the scheme or whether the scheme could be implemented in phases, which would mean slowing down the full implementation.
