【明報專訊】GOVERNMENT DEPARTMENTS' CUTS IN RECURRENT EXPENDITURES have affected subsidised non-governmental organisations (NGOs). The authorities decided to reduce funding only for large social welfare organisations (SWOs), leaving small- and medium-sized subsidised organisations intact. Such a "two-tier" approach is better than a sweeping cut. However, large SWOs will inevitably be facing pressure to reduce expenditure, which would affect the quality and quantity of their services. The authorities and the social welfare sector must pay close attention to the situation to minimise impacts on citizens.
