Despite Financial Secretary Chan Mo-po's expectation that the economy will gradually improve this year, more focus has to be put on the effective use of public resources in the face of a fiscal deficit. Over the past five financial years, the government has logged a fiscal deficit for four years. It is still unknown when it can reach break-even again. Issuing more bonds to obtain income is only a Band-Aid solution. The government must come up with a blueprint for plugging the fiscal deficit.
