【明報專訊】THE GOVERNMENT has published the consultation document on the Basic Law Article 23 legislation. Aside from crimes originally stated in the Basic Law, including acts of treason, insurrection and theft of state secrets, new crimes like external interference and sabotage of public infrastructure and electronic systems will also be introduced.
