【明報專訊】THE GOVERNMENT has proposed a plan for "improving governance at the district level". Chief Secretary for Administration Eric Chan has explained the roles of District Councils and Care Teams under the new structure. The former will be responsible for consulting and reflecting local public sentiments, while the latter will be mainly responsible for district services.
