【明報專訊】THE ONCE-IN-A-CENTURY RAINSTORM has exposed many problems in Hong Kong. Among them, the city's flood prevention capacity and stormwater management particularly need to be reviewed. If the severe floods that swamped multiple districts in the late night of last Thursday (7 September) could be attributed to the "once-in-500-years" deluge that overloaded the drainage system, the serious localised floods that affected Kwun Tong and Tseung Kwan O on Monday (11 September), despite the heavy rainfall at the time, were far from being unprecedented. The flood level was nearly one metre — it was definitely more than just "water accumulation". From Wong Tai Sin Station to Kwun Tong and Tseung Kwan O, all of the areas that experienced serious flooding recently are not current flooding blackspots. The authorities need to face the problem squarely and improve their work on stormwater management.
