【明報專訊】The $2 public transport fare concession scheme (the $2 Scheme) for seniors has sparked a lot of discussions lately. The government will join hands with public transport operators this month and take city-wide enforcement actions to combat the unlawful use of the scheme by ineligible passengers. The fare concession scheme is a benevolent policy that encourages elderly people to travel around. As the subsidies involved are in billions of dollars every year, the government should of course impose stricter penalties to crack down on abuses of the scheme.
